Sirinat Sukpool

State Audit Office of the Kingdom of Thailand

Senior Professional Auditor

My Fellowship

My Canadian placement:

Auditor General’s Office, City of Toronto

My Canadian audit team:

I was part of a team conducting an audit on supportive housing, led by Senior Audit Manager Dejana Lanni.

My most valuable learning:

I learned from my supervisor at my Canadian host office how to approach performance audit planning. She emphasized starting with the end in mind—considering the intended impact of the report—and using root cause analysis (e.g., the 5 Whys) to identify gaps, guide deeper evidence collection, and ensure recommendations address underlying issues and lead to meaningful change.

How my Canadian colleagues and mentors helped me:

What I appreciated most about my Canadian colleagues and mentor was the opportunity to learn directly from their work and experiences in the office. They openly shared their knowledge, explained their work processes, and gave me valuable opportunities to attend meetings such as the City Budget Meeting and Audit Committee Meeting, which helped me better understand their organization and performance auditing practices. My mentor also guided me throughout my audit project and helped me strengthen my audit topic to make it more practical and auditable.

Beyond work, their kindness and warm support made my experience in Canada even more meaningful. They made me feel included as part of the team, always checked that I was doing well, answered my questions promptly, introduced me to nice places and events in Toronto, and helped me have a wonderful experience during my time in Canada.

What I enjoyed most:

What I enjoyed most while working with my host office was seeing how dedicated and hardworking everyone was. Even though people were often very busy, they still made time to celebrate achievements, support one another, and enjoy moments together as a team, whether for small milestones or major accomplishments.

My audit plan:Implementation of measures to address land tenure issues in protected forest areas in Thailand

I developed my audit plan with the guidance of my mentor at the City of Toronto Auditor General’s Office, Senior Audit Manager Claire Pastore.

The connection to my country’s development priorities:

This audit topic is linked to Thailand’s priority to reduce land-use conflicts and protect forest resources. It supports Sustainable Development Goal (SDG) 15 (Life on Land) and also contributes to SDG 1 (No Poverty) and SDG 10 (Reduced Inequalities) by promoting fair access to land and livelihoods. The audit also considers whether implementation is effective and equitable across affected communities.

How CAAF and my host office helped:

CAAF’s training courses and challenge sessions helped me better understand how to develop a performance audit plan in a more structured and practical way, while also encouraging me to engage with civil society organizations (CSOs) to gain a better understanding of local conditions, practices, and important considerations when developing my audit plan. My mentor, Claire, also provided valuable guidance from an audit perspective, especially on the importance of maintaining political neutrality as an auditor, encouraged me to carefully consider the audit criteria to make my audit project more practical, focused, and auditable, and helped keep me on track to ensure my audit project progressed on time.

The skills and knowledge I improved by developing this plan:

Developing this audit plan helped me improve my ability to design a more comprehensive and inclusive performance audit plan that considers vulnerable groups and different stakeholder perspectives. I also strengthened my audit skills by engaging with CSOs and using tools such as the logic model template, which helped me better understand the project, analyze risks more effectively, and develop a stronger audit plan.

My future impact:

The new knowledge I’m most excited to share with my colleagues:

I am excited to share what I learned about developing a more structured, inclusive, and practical performance audit plan, especially the use of tools such as logic models, risk analysis, and clearer lines of inquiry to strengthen audit design. I also hope to share the importance of engaging with different stakeholders, including CSOs, to help auditors gain broader insights and perspectives from different angles, which can improve the relevance and impact of audit work within our SAI.

The difference I hope to make:

What I learned during the Fellowship about gender equality, intersectionality, inclusiveness, and the SDGs encouraged me to think more broadly about how audit work can affect different groups of people, especially vulnerable groups with different backgrounds and experiences. In my future work, I hope to apply these perspectives in performance audits to improve accountability and efficiency in natural resources management, support more effective, inclusive, and sustainable public policies, and contribute to better governance and development outcomes in Thailand, which I hope will help improve fairness, accountability, and the quality of public service delivery for different groups of people.

My professional goals:

When I return to my SAI as a graduate Fellow, I hope to apply the knowledge, perspectives, and practical audit skills I gained during the Fellowship to strengthen the quality and impact of performance audits in my organization. I also hope to share the knowledge and experiences I gained with my colleagues, contribute to developing more inclusive and practical audit approaches that can better support good governance and public sector accountability, and continue learning and engaging with international audit perspectives even after the Fellowship ends.
