My FellowshipMy Canadian placement:Office of the Auditor General (OAG) of Canada. My Canadian audit team:I was part of a team auditing the implementation of the Sustainable Development Goals (SDGs), led by Directors Sylvie Marchand and Elsa Da Costa. My most valuable learning:My most valuable learnings are how to determine the audit objectives clearly, how to apply the “Whole-of-Government” approach, and to determine the potential findings and the value added from the audit. How my Canadian colleagues and mentors helped me:My Canadian colleagues and mentors were very friendly, warm and hospitable. My mentors especially were always supporting me in developing my audit plan project, sharing with me many unforgettable experiences and helping me adapt to a new environment. What I enjoyed most:Participating in the SDG audit is what I enjoyed most. My audit plan:Target Program for Climate Change Adaptation and Green Growth for the Period of 2016-2020I developed my audit plan project with the guidance of my mentors, Principal Kimberley Leach of OAG Canada and CAAF Associate John Affleck. The connection to my country’s development priorities:Located on the geographic tropical typhoon belt, Vietnam is considered to be one of the countries most vulnerable to the effects of climate change, which threatens Vietnam’s long-term economic growth, poverty alleviation and sustainable development. This audit will provide added value to the Government on developing a policy framework and a result framework to achieve the target program for climate change adaptation and green growth for the period of 2016-2020. It will contribute to achieving the National Action Plan on implementing the 2030 Agenda for Sustainable Development and to the consideration of gender equality and vulnerable people, sectors and areas when developing or implementing policies, programs, plans, strategies. How CAAF and my host office helped:CAAF gave the requirements and guidance to direct me how to move forward. The mentors from both CAAF and the OAG helped me develop a strong audit plan with clear audit objectives, criteria and questions. The skills and knowledge I improved by developing this plan:The skills and knowledge I improved by developing this plan are how to approach the audit, to determine the audit objectives, to develop the audit criteria and questions, and how to gather evidence. My future impact:The new knowledge I’m most excited to share with my colleagues:By writing and publishing newspaper articles, I have shared with my colleagues how to audit the response to climate change and how to use a whole-of-government audit approach. The difference I hope to make:My future work can give the Government of Vietnam a view on developing policy mechanisms and implementing the target program in effective and efficient manners. My professional goals:My professional goal is to further develop performance audit in my Office. |

The most Canadian thing I did was…skating on the Rideau Canal. What surprised me most when I arrived in Canada was…the bilingualism (English and French) in the OAG Office and other government agencies. My favourite cultural experience in Canada was…to travel to Niagara Falls. What I’ll miss most about Canada is…my mentors, all CAAF’s staff, my colleagues from the OAG Canada, and my friends I have met. Something few Canadians know about my country is…the war between Vietnam and the United States. |
