My Fellowship

My Canadian placement:

Office of the Auditor General (OAG) of British Columbia.

My Canadian audit team:

I was part of a team auditing the British Columbia Cancer Agency, led by Manager Jessie Giles.

My most valuable learning:

Among the many skills I learned from my team is the importance of research in the planning stage. Many key decisions taken during planning can have significant impact on the audit. It is also important to have a well-balanced audit team, have regular team meetings and have everyone’s input.

How my Canadian colleagues and mentors helped me:

I appreciate the way my Canadian colleagues and mentors were patient in making sure I was comfortable and ensured all my learnings were well received. They took a lot of valuable time in reviewing my work and made recommendations for actions. They were skillful in not “spoon-feeding” but making me understand and work towards excellence.

What I enjoyed most:

The folks at OAG British Columbia were welcoming and friendly, always willing to help in any situation – the happy faces and hospitality made me feel at home. One thing I found very interesting was the cross-sector team meetings where teams from various disciplines meet and share ideas, methodology and experience in a friendly atmosphere.

My audit plan:Maternal Health Care Services at the Georgetown Public Hospital Corporation

I developed my audit plan project with the guidance of my mentors, Manager Jessica Schafer of OAG British Columbia and CAAF Associate Neil Maxwell.

The connection to my country’s development priorities:

Improving maternal mortality is a major concern for Guyana’s health care system. It is estimated that over 30% of all births in Guyana are recorded at the Georgetown Public Hospital, with an average of 16 maternal deaths annually or a rate of 115 deaths per 100,000 live births. This audit topic relates to Sustainable Development Goal 3, Good Health and Well-being, and specifically Target 1: reduce the global maternal mortality ratio to less than 70 per 100,000 live births. This audit will help identify deficiencies at the hospital and make recommendations to improve the quality of maternal health care services, reduce overcrowding and increase the level of trust the public can place on the maternity ward.

How CAAF and my host office helped:

CAAF and my host office were instrumental in the planning of this audit, as I learned from their vast experience in the classroom and through on-the-job training. The inputs from the challenge sessions were very influential in aligning key elements in the plan.

The skills and knowledge I improved by developing this plan:

This is my first performance audit plan. I have definitely learned the importance of research, as well as the need to stay within the context of the topic and focus on alignment of all elements within the plan.

My future impact:

The new knowledge I’m most excited to share with my colleagues:

It is of utmost importance to conduct sufficient research and quickly become an “expert” in the audit subject matter to understand the entity, their responsibilities, goals and objectives and associated risks.

The difference I hope to make:

In planning my audit, emphasis was put on considering Guyana’s commitment to implementing the SDGs and its efforts to integrate gender equality, equity and human rights into public policies and strategies. Including these elements in performance audits could allow us to identify deficiencies to legislators and make recommendations to help Guyana fully achieve its commitments.

My professional goals:

My goals are to put into practice the audit methodology I learned from my professional training and the experience gained from my host office, and to continue my professional development and keep well-informed with up-to-date audit methodology and standards.
