Welcoming Our International Fellows – A recap of their first month in Canada

The 2023-2024 Fellows: Innocent Kayonde (Rwanda), Sadie Stewart (Guyana), Marcel Pinder (Guyana), Bacary Badiane (Senegal), Florence Abaganwa (Rwanda), Alpha Kécouta Seck (Senegal), and Thang Huu Nguyen (Vietnam).

We are delighted to welcome the 42nd class of CAAF international Fellows to Canada! These seven Fellows are auditors from the supreme audit institutions (SAIs) of Guyana, Rwanda, Senegal, and Vietnam.

Last week the Fellows joined their Canadian host offices, the Offices of the Auditors General (OAGs) of Alberta, British Columbia, Canada, and Quebec. There they will work alongside Canadian colleagues for the next four months, to contribute to audit teams and learn from their practices. As well, they will work with mentors to plan an audit they will conduct when they return home.

The 2023-2024 Fellowships began virtually in November 2023, with the Fellows participating in courses and meetings from their countries. They arrived in Canada in early February and spent one month participating in orientation and professional development sessions with CAAF. This included our courses on Leading Successful Audits and Engaging the Auditee, leadership training, presentations on governance and oversight, and a workshop on using the Supreme Audit Institutions Performance Measurement Framework.

Fellows Training at CAAF

The SAI PMF is an International Organization of Supreme Audit Institutions (INTOSAI) tool that can be used to conduct a holistic and evidence-based assessment of a SAI against international standards and good practices, with the results supporting strategic planning and capacity development.

Using training materials from the INTOSAI Development Initiative, we delivered a three-day workshop for the Fellows on using the SAI PMF. Horácio Vieira—himself a graduate Fellow from 2000-2001 from Brazil—led this workshop. He has helped several SAIs apply the PMF. Auditors from the OAGs of Alberta, British Columbia, and Quebec also took part in this workshop, in preparation for supporting PMF assessments of our partner SAIs.

Fellows - Assemble NationaleIn between courses, the Fellows had the opportunity to visit sites in the Ottawa area, including Parliament Hill, the Supreme Court, and the Canadian Museum of History. The Fellows then visited the Vérificateur général du Québec and the Assemblé nationale, to learn about auditing and oversight in the province of Quebec.

Meet the Fellows

The Fellowships are part of CAAF’s International Governance, Accountability and Performance Program. Through this program, we are working with the SAIs and parliamentary oversight committees of four partnering countries—Guyana, Rwanda, Senegal, and Vietnam—to increase the effectiveness of their performance auditing and oversight practices. The Government of Canada funds the program and many Canadian audit offices contribute their expertise to program activities.Global Affairs Canada
