John Reed, M.E.S.
President and CEO, Canadian Audit and Accountability Foundation
John Reed is the President and CEO, effective July 1, 2016.
Mr. Reed has worked closely with the Foundation's community over the past four years as its Vice-President responsible for performance audit and oversight. During this time, he has led the development of new innovative products, including our practice guides, discussion papers and other methodology tools, and has also led the renewal of our performance audit training. He has also worked extensively internationally in support of our International Legislative Oversight Program.
Mr. Reed has been at the Foundation on interchange from the Office of the Auditor General of Canada (OAG). He joined the OAG in 1996 and, as a Principal, has extensive experience in leading performance audits in a number of federal departments and agencies including National Defence, Foreign Affairs and International Trade, CIDA, Environment Canada, and Health Canada. Mr. Reed spent many years leading audits of environmental programs and sustainable development strategies for the Commissioner of the Environment and Sustainable Development. Mr. Reed also led the OAG's international environmental auditing-related work, including heading the Working Group on Environmental Auditing of the International Organization of Supreme Audit Institutions.
Prior to joining the OAG, Mr. Reed spent more than a decade in environmental positions in the petroleum industry, with wide ranging responsibilities related to regulatory and public policy development, strategic environmental planning, risk communication, issues management, and environmental auditing. He was a co-founder of the Canadian Environmental Auditing Association and served as its President and Past-President. Mr. Reed also spent three years with Environment Canada as the lead negotiator for the United Nations' Montreal Protocol on Ozone Depleting Substances.
John Reed holds an Honours Bachelor of Environmental Studies (1982) from the University of Waterloo and a Masters of Environmental Studies from York University (1984).
Carol Bellringer
Auditor General for the Province of British Columbia
Carol Bellringer is the Auditor General for the Province of British Columbia and former Auditor General for the Province of Manitoba. Ms. Bellringer possesses an extensive background in conducting financial statement audits, performance audits, and investigations. A Chartered Professional Accountant (CPA), Ms. Bellringer holds a Bachelor of Commerce from Concordia University, Montreal, and an MBA from the Warsaw School of Economics/University of Quebec at Montreal. She was named a Fellow of the Chartered Accountants of Manitoba in 2006, and B.C. in 2015, in recognition of her contributions to the community and the profession.
Prior to leading the Offices of the Auditor General in Manitoba and British Columbia, Ms. Bellringer served as the City Auditor for the City of Winnipeg, and has held management positions with KPMG in Montreal, Toronto, and Winnipeg, and with Media One International in Warsaw, Poland. She is also a former Director of Private Funding at the University of Manitoba.
In addition to her professional experience, Ms. Bellringer has held several board positions for businesses, charities, and arts organizations. She currently serves on the board of the International Federation of Accountants and is a member of the Auditing and Assurance Standards Oversight Council. She is a past board member for the Manitoba Chapter of the Institute of Corporate Directors, the Winnipeg Symphony Orchestra, Manitoba Hydro, the Canadian Auditing and Assurance Standards Board, and the Canadian Audit and Accountability Foundation.
Marion Colleen Erickson
Chair of the board of the First Nations Health Authority
A Dakelh grandmother (Ut'soo) from the Nak'azdli community and member of the Lasilyu (Frog) Clan, Colleen is committed to improving First Nations health and wellness. Colleen brings a Master's degree in Education focused on traditional philosophies of Carrier teachings and extensive cultural and traditional knowledge to the FNHA board. Colleen is an active community member who participates in the balhats (potlatch) system, and she believes that cultural identity is the foundation of health and wellness.
Former two-term Chief of Saik'uz First Nation, Marion Colleen Erickson is a recognized community leader and veteran member of the RCMP. Colleen brings a wealth of negotiation, financial administration, mediation and leadership skills to the FNHA board. Her past Board roles include within local government, Elder society, business, and numerous school district appointments. She currently teaches part-time at the local college, mostly in Aboriginal Studies (ABST).
Julie Gelfand
Commissioner of the Environment and Sustainable Development
Julie Gelfand was appointed as Commissioner of the Environment and Sustainable Development in March 2014.
Before joining the Office of the Auditor General, Ms. Gelfand held the positions of Chief Advisor at Rio Tinto Canada and of Vice-President of Environment and Social Responsibility at the Rio Tinto Iron Ore Company of Canada (IOC).
Prior to joining IOC, Ms. Gelfand was Vice-President, Sustainable Development at the Mining Association of Canada and co-chair of the Corporate Social Responsibility (CSR) Centre of Excellence, under the federal CSR Strategy for the Canadian International Extractive Sector.
From 1992 to 2008, she served as President of Nature Canada. She also founded and chaired the Green Budget Coalition.
Mandate
The Commissioner of the Environment and Sustainable Development is appointed by the Auditor General of Canada for a seven year term.
On behalf of the Auditor General, the Commissioner provides parliamentarians with objective, independent analysis and recommendations on the federal government’s efforts to protect the environment and foster sustainable development.
The Commissioner conducts performance audits, and is responsible for:
- monitoring sustainable development strategies of federal departments;
- overseeing the environmental petitions process; and
- auditing the federal government’s management of environmental and sustainable development issues.

Alexandra Mendès
Member of Parliament for Brossard-Saint-Lambert
Originally, President of the Federal Liberal Association of Brossard – La Prairie, Alexandra began her political career as a riding assistant to the Hon. Jacques Saada.
From 2008 to 2011, she was the Member of Parliament for Brossard – La Prairie. During that time, her actions in the House of Commons were a testament to her continued dedication to her constituents, by strongly advocating on such issues as the replacement of Champlain Bridge and obtaining Passport services at the Service Canada centre in Brossard.
Following the 2011 election, Alexandra continued her engagement by serving as the President of the Quebec branch of the Liberal Party of Canada from 2012-2014.
In October 2015, Alexandra Mendès was once again elected, this time as the Member of Parliament for the newly-established riding of Brossard – Saint-Lambert. In Parliament, she is Vice-Chair of the Standing Committee on Public Accounts, Canada’s representative at the International Executive Committee of the Commonwealth Parliamentary Association, Co-chair of the Canada-Portugal Friendship Group, Chair of the Canada – Moldova Parliamentary Friendship Group and Co-chair of the Liberal Caucus on Animal Welfare.
Osvaldo Rudloff
Executive Director, OLACEFS (Latin American and Caribbean Organisation of Supreme Audit Institutions)
Osvaldo Rudloff currently serves as the Executive Director of OLACEFS (Latin American and Caribbean Organisation of Supreme Audit Institutions). He has served as a lawyer and auditor at the Chilean Public Sector. He has also worked in management control, internal audit and project management. He is currently the head of the international relations unit at the Supreme Audit Institution of Chile.
