PAC/Oversight Resources

CCAF’s oversight program supports oversight committee members and their support staff. We provide research, material and professional development workshops to oversight committees both in Canada and abroad.

Our support enables parliamentarians to become familiar with their role and improve the effectiveness of their committees. This includes information on understanding performance audit, and how these audits can help improve public administration.

Audit plan topic: Guyana’s preparedness for an oil spill

Karel is currently an audit supervisor in the Financial Audit Department at the Audit Office of Guyana. She is responsible for conducting financial and compliance audits of the accounts of statutory bodies, public sector enterprises and foreign-funded projects.

Karel has a diploma in accounting and business from the Association of Chartered Certified Accountants. She has participated in training on IT auditing funded by the Canadian Executive Service Organization (CESO) and by the International Organization of Supreme Audit Institutions (INTOSAI). She has also participated in the international training program on auditing public sector enterprises sponsored by the Government of India through the International Centre for Information Systems and Audits (iCISA).

Marlon joined the Audit Office of Guyana in 1997 as an audit clerk. In 2012, he was promoted and became responsible for supervising, instructing and monitoring the work of staff, who examine the financial and accounting systems, procedures and internal control of statutory bodies, ministries, departments and regional agencies. He has audited revenue collection agencies, ministries, regional departments and foreign-funded projects, such as those supported by the World Bank, Caribbean Development Fund, and Caribbean Development Bank.

Marlon holds a diploma in project management from the Institute of Commercial Management in Bournemouth, England; a bachelor’s degree in public management from the University of Guyana; a certificate in industrial and social studies from Critchlow Labour College; and an Audit Technician Certificate from the Audit Office of Guyana.

Pie Harerimana

Pie is currently an audit manager in the Performance Audit Department at the Office of the Auditor General of Rwanda. Prior to joining the Office in 2012, as an assistant auditor in regularity audit, he worked with the University of Rwanda (formerly Umutara Polytechnic) as Chief Accountant since 2009.

Pie holds a Bachelor of Commerce with Honours (Accounting) from the University of Rwanda and is currently an ACCA (Association of Chartered Certified Accountants – United Kingdom) student. He also has a diploma in performance audit from AFROSAI-E and has participated in several other professional workshops and conferences, both as a trainee and a trainer, in Rwanda and internationally.

Epimaque Kanyankore

Epimaque has a master’s degree in statistics with computer applications, post-graduate diplomas in actuarial statistics and in banking and insurance, as well as a diploma in performance audit from AFROSAI-E. He has also attended several workshops and conferences provided by different institutions including the Office of the Auditor General of Rwanda, AFROSAI-E and the SDG Academy.

Epimaque has worked at the Office of the Auditor General of Rwanda as a performance auditor since 2015 and has been a principal auditor since 2017. He has participated in carrying out six performance audits, where he served either as a team member or a team leader with responsibilities including but not limited to planning, executing, reporting and follow up.
